We started Complete Utilities in 1999 with a single, hired excavator and one ambition: to find a better way of installing our client’s telecoms, water, power or gas networks.
That’s because we knew that the traditional way of delivering and maintaining utility networks wasn’t working efficiently. All too often, disjointed supply chains, bureaucracy and a lack of planning and initiative led to projects stalling – with an inevitable impact on the time and cost involved in getting projects done.
For more than 20 years we’ve been developing a smarter, more agile and accountable approach. We’ve invested significantly in our own people and plant and today we own a fleet of over 150 excavators plus other specialist equipment and we have a team of over 300 employees at our state-of-the-art offices just outside Gloucester. Our size, experience and refreshing approach makes us a go-to provider of network installation solutions and we’ve built long-term, successful partnerships across the utilities and civil engineering sectors nationwide. Despite our rapid growth, we’ve maintained the values and ethos of an independent, family-run business and we offer all our clients a bespoke and personal service.

Person specifications:
- Exceptional communication skills at all levels.
- Intermediate IT skills, with a good understanding of reporting
- Proven track record working within a fast-paced environment
- Be proactive and responsive with the ability to multi-task and prioritise issues
- High integrity and openness combined with a commitment to good governance.
- Familiar with Industry standards including NRSWA
- 2+ years experience working in a similar role
Duties and Responsibilities:
Full-time on-site operative, expected to complete all activities ranging from Active Cabinets (Gateway and Exchange Cabinets), Passive Cabinets (CDCs) and all Closures associated with Current build projects. Be able to test and interrogate fibre routes with an OTDR. As part of your role you will be required to set up Chapter 8 daily. The lead Engineer plays a crucial role within the team. It is their standards that set the bar for all fibre engineers within the Company. Support Junior Engineers to ensure quality and timely deliveries of fibre networks to our customers. They are responsible for the preparation, termination and testing of fibre optic cables ranging from 2f Customer drop cable to 288f network cable. Update and maintain project tracking information and submit through the Complete Utilities recommended systems.
General Tasks –
- Liaise with Line Management for authorised design changes within the build.
- Monitor the activities of other Fibre Engineers assigned to you, to ensure all adhere to the standard operating procedures. Be able to work with a team of engineers and give guidance to teams on the direction of the network build to perform all work to the appropriate quality standard
- Preparing cable sheath to enter Closure / Micro Closures / CDC / Wall box
- The Routing of fibres within a closures / CDC and Transport Tubes as per a splicing schedule.
- Preparing fibres for splicing
- Confident in the use and basic maintenance of a works tablet, Air compressors, fibre blowing machine, fibre splicing machine, OTDR, power meter, fibre identifier and micro scope
- Splicing within loss limits
- Dressing the fibre and closing the Closure / CDC to the manufactures instructions
- Supporting restraining and labelling of trays and cables
- Disposing of scrap fibres and cable safely
- To be confident in the reading and understanding of the test results for troubleshooting purposes.
- Strong communication skills are absolutely essential; with the ability to communicate between co-workers and third parties.
- Be able to judge minor changes within a network and report those changes to the line manager
- Ensure company policies and procedures are followed by all team members (All safety checks are followed, re: Chapter 8, qualifications, etc.)
- Report incidents and issues immediately to your Manager. Follow the Complete Utilities Incident Reporting procedure.
- Participate in training & upskilling of Junior Engineers
- Provide support and guidance to Fibre Engineers to ensure timely and quality service
- Develop programmes to improve technical and customer service skills of service staff.
- Proactively address customer enquiries, resolve issues and obtain customer feedback
- Identify and resolve employee concerns/complaints.
- Maintain a positive and healthy relationship with various teams to ensure customer service effectiveness.
- Support Company teams in the achievement of deadlines.
- Be a role model for Junior staff setting an example. Represent Complete Utilities in a professional manner.
Additional Tasks - Carry out any other duties that can reasonably be requested from time to time within the skills, training and experience required for this position.
